It sounds like you don't have full rights to the directory on the
network were the file is located.
Try this. Open Notepad. Type a few letters in and try to save it to
the same location as the database. I suspect you will not be able to save
the file. If you can, continue by selecting new from Notepad and then try
to reopen the file, make changes and save it again, then try deleting it.
If you have any problems with any of this talk to your LAN manager and
explain you need more rights.
