MPEG2 and file conversion

I'm looking for a video editor package that will convert
AVI files into high quality, small file size video formats
that don't really need "extra" codecs to play.

Specifically I will target Windows Media Player (ver 7,
8+).

As I look at all commercial (and shareware) products, I am
curious as to MPEG 2 file formats: would all video
editors convert the same AVI file to the same MPEG 2 file
size?

My criteria for video editor package is as follows:
1) Output Format: MPEG-2, .MOV (possibly RealMedia, Flash,
DVD, ...)
2) Quality of output
3) Price: <$100 USD (possibly <$200)
4) Output File Size - file compression
5) Input File Format: AVI (possibly .MOV, MPEG2, )

You are at the Movie Maker newsgroup, so your options when saving are WMV
or DV-AVI files.

From those files, you need to use other software to get the movie to MPEG2,
MOV, RM, Flash, DVD, etc. See the Saving Movies, Distributing, CD and DVD
burning sections of my website for info about software that some use with
MM2.

A more general newsgroup like rec.video.desktop might get you lots more
info.
