I have a 40 gig hard drive that is partitioned in to 2gig
and 38 , Xp is on the 2 gig partition and can I move the
program folder so that I can have more than 2 gigs worth
of programs? or is there some other solution?

All you can do is uninstall the programs located on your 2GB
partition and reinstall them on the larger partition using the orignal
installation media.

Another solution would be to purchase a 3rd party partition program - such
as partition magic and make the 38 gig partition smaller and the 2 gig
partition bigger - say 30 gig for the larger and 10 gig for the smaller -
the one with the OS on it.

Most programs let you specify the installation folder so just point it to
another partition.

Alternatively use a tool such as Partition Magic to resize your partitions.
