Moving local server accounts to AD

I have a 2000 web server with hundreds of local user
account. I need to migrate these to AD. It appears that
ADMT only handles domain accounts not local accounts.

The you can do a dcpromo on web server and create a fake AD domain. It will
convert local accounts to AD accounts. Next use ADMT to migrate accounts to
another domain.
