Movie Maker-Importing Video Clips Problem

Whenever I try to import .avi video files I am getting the following error
message: The file E:\SMOV0013.AVI cannot be imported because the codec
required to play the file is not installed on your computer. If you have
already tried to download and install the codec, close and restart Windows
Movie Maker, and then try to import the file again.
I have installed all the codecs I could find online already.

it probably needs conversion before importing, as it's compressed with a
codec that Movie Maker can't handle
