Movie DVD format

If I wanted to make a copy of a movie DVD, what format should I use
on my burner so it would play in my regular DVD player. I am trying
to convert my VHS library to DV D also.

It is a specific type of MPEG file. You would do well to use a DVD
authoring tool. There's a lot of good information at the site Martin
mentions, so see what suits your needs.

As for myself, I've been very happy with Pegasys' "TMPEGEnc 3.0 Express"
and "TMPEGEnc DVD Author" The authoring program is not very stylish,
but gets the job done.

I highly recommend the encoder, however, as it will take nearly any
video input and produce a specification MPEG for authoring. Of
particular use is it's option to compress a file to a target size --
very handy when trying to shoehorn multiple sources onto one DVD.
