Move DHCP server issues - dhcpexim and manual

I tried both ways of moving the DHCP server.
First, I stopped the DHCP server services on the old and new server.

DHCPEXIM

Here I got an error -1650 when importing into the new server

I saved the HKEY_LOCAL_MACHINE\SYSTEM\CURRENTCONTROLSET\services\DHCPSERVER
key from the old server.

I copied the %systemroot%\system32\dhcp folder from the old server to the
new one.

Finally, I tried import the
HKEY_LOCAL_MACHINE\SYSTEM\CURRENTCONTROLSET\services\DHCPSERVER key onto the
new server. Here I get an error saying " The key cannot be restored; either
you have insufficient privilege , or the key or one of its subkeys is in use
by another process "

The DHCP Server is stopped. I even tried stopping the DHCP client service on
the new server but the error keeps reappearing.

The new server is the domain controller for the domain. I am logged in as
the domain administrator, which has Restore Files and Directories permission
in the Domain Controller Security Policy. (Local Policies/User Rights
Assignment).

Start with both services running.
Use DHCPExim.exe to export from the source server, then stop the source
service.
Then import onto the target server.

See if that helps...
