The hardware may have failed. The driver may be incorrect.

Hi,
I cleaned properly and tested again. Same problem.
I cannot understand sometimes it chokes and many times you cannot move
the mouse certically.
I am really frustruated with the Mouse. I have tried with another
Serial mouse. It also showed same problem.
Thanks in advance for any further help!!

That is a rather odd symptom. Perhaps the "hardware acceleration" of the
video adapter needs to be reduced. (Display Properties, Settings,
Troubleshoot, move slider a notch or two to the left and apply, then use
for a while)
