mouse problems at user account screen

I have an old computer with a new problem. No new hardware or software. My
mouse bounces around on the screen in which the “user accounts†are listed
(windows XP home edition). It can be quite difficult to select the desired
user (each family member has an icon). Once into each individual’s account,
the mouse works fine.
What I have done:
Virus scan (McAfee)
Ad-Aware
Spybot
System restore
New mouse
Was PS/2 (Logitech)
Is USB (Logitech)
Computer is a Dell dimension 8100
Any ideas?

Did you go into the control panel and look at your mouse settings?
 
In control panel. it says, "device working properly." I tried a button that
says "enhance pointer precision," but that only made it worse. I used the
troubleshooter and uninstalled and reinstalled my drivers. Speed of mouse is
set in the middle, I didn't try changing it. thanks
