Mouse not working Word 2003

I've seen similar posts for Word 2007, but none for 2003.

Why won't the mouse work to select text and navigate the Word document.
Issue also happening in Outlook.

If you read those other posts, you'll know that the advice that works most often
is to delete a registry key and restart Word to rebuild it. In the case of Word
2003, that key is

HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Word\Data

If you have customizations that you want to keep, first do the steps in the part
"How to preserve your Settings preferences" in
http://www.word.mvps.org/FAQs/Customization/DataKeySettings.htm.

We did try that. It didn't work. We did identify that the issue seems to be
occurring after we do a mail merge using ACT! (Word is our editor) and
emailing with Outlook as our email program. But the issue is not happening
with everyone working on similar email/merge projects.
