But, in the dialog box there's the possibility to have a List, Details, Thumbnails, etc. view, why this setting isn't saved? And why dialo boxes (save, save as, open, etc.) to E: are defaulted to Thumbnails view and the others (any others partition or drives) are defaulted to List view???

Many programs use the Microsoft Foundation Classes (MFC) Common Dialog for
Open and Save As dialogs. The common dialog only lists the file names and
extensions, and doesn't have a details option. The MFC is part of Windows
and contains most of the user interface code that applications use for such
common tasks as command buttons, text boxes, menus, selection boxes, combo
boxes, title bars, window borders and most other things connected to output
and other user interaction. DirectX adds some graphics and game controler
functions connected with sound video and games.
