Monitoring My LAN traffic

I just got a new roommate and I have had several burbles in internet speed (surprise!), I would like a utility with which I can see exactly how much juice he's hoggin over there. The router is in my room, and I doubt there is a firmware update for this since its a cheap ole Phoebos Octopus OEM. I am using XP Pro and he is likely using the same. If it would warn me if he tries to buy weapons of mass destruction or get child porn that would be nice also :)
