monitor take time to turn on

the problem is not in the monitor , as i turn on the pc the monitor doesnt show up anything , and in the same time no beeps ! which means that the BIOS didnt even load on the pc , now after 20 mins or so the pc gives this BEEP and bootup and the monitor shows the BIOS booting as if i just turned my pc now ! even thought it has been turned on for 20 mins

NO viruses were detected ,
can you help ? waiting for your minds to bootup :D
