monitor blank on new build pc

have just built a new pc using the following
asrock m266a mobo
intel p4 1.8 ghz cpu
256 pc2100 ram
maxtor 40gb hdd
onboard sound and video
dvd rom and floppy
psu 240w

when power up fans spins lights come on but monitor stays
blank,there is power to monitor cos lights go green.
here is what ive tried so far
clear cmos,remove battery put back in,took mobo out and
tried on static free surface,removed averything exept cpu,
fan,ram,hdd.i know monitor works cos tried it on another
pc.
any suggestions greatly appreciated.
p.s getting no beeping sounds

Hi,

I would suggest you to check all the connections with the
mobo as well as the BIOS settings.
1. Refer to the mobo user manual and recheck every
connections, especially for the power up and reset
buttons. Make sure the +/- and ground for the power and
reset buttons are connected correctly.
2. For no beeping sound:
A. Is there any internal speaker on the chassis?
If yes, have you connected it to the mobo's speaker out
socket.
B. Some mobo use on board sound chip to report errors
during POST. If your mobo have this feature, have you
enabled it in the BIOS?
3. Check the 12V power cables that connected to the mobo,
refer to the mobo user manual for details.
4. Make sure the vedio cable is connected properly with
the vedio out port.
5. Check the BIOS setting to ensure the onboard vedio
card is not disabled.
6. Make sure there is no short circuit between the mobo
and the chassis.
