modem will not connect

i have just done a clean install of XP, when i try to use the internet connection it will not work. when i check the connection folders, they say device unavailable. i have installed two seperate modems, 1 x internal, and 1 x external. (i disable each one seperately before trying to use the other). each modem is registering as no problems, but dial up will not "pick up" my modem. any ideas? any-one, this is driving me buresque, i've been trying since friday lunch time.
both modems are XP compatible, and i have downloaded the latest drivers, i'm currently routed via a home network to my laptop to get on-line.

i have to ask even if you might have tried, did you go to control pannel, network connections and see what is availabel and if they are disabled or not? let me know.

go to control pannel\ go to phone and modem options\click middle tab says modems and see what is listed. click add on a listed modem and see if that works.

tried it, still not working. tried control panel/modems/advanced tab, no service provider installed. tried add,
microsoft h.323......., then add, nothing happens
