Modem operation

When using a dial-up modem the line is connected to the line in connector
and the phone is connected to the phone connector. When a computer dials out
to a ISP the phone is normaly disconnected. Is this disconnect a command
function issued by the computer or a function of the driver? My modem, a
Conexant smart HSFI modem, no longer disconnects the phone since enabling
the Microsoft fax program. I am trying to determine if the modem has failed
or a driver has been modified. Diagnostic tests show no problems.

I can still dial out. I have noticed that my connection speed has degraded
from 50.6kbps to as low as 44kbs. I was searching around for an explaination
and noticed that the line was still connected to the phone. I am going from
past experience using 2 other computers I have owned. I can not be positive
that this one did actually disconnect at one time. Tonight I am connected at
50.6. Perhaps my ISP has been having problems. Thanks for the response.
