mobile users and stale records

Our dns is active directory integrated. Dynamic updates is set to secure
only. Scavenging period is set to 7 days.

Scavenge stale resource records – No-refresh interval is 7 days.Refresh
interval is also 7 days.

In our organisation we have many mobile users who move between sites and
their host records are mostly out of date. e.g. 1 day in site A, 2 days in
site B .e.t..c
We do not use DHCP.
Should I lower scavenging period, no-refresh interval and refresh interval?
And if so, then to which values.

If you don't use DHCP, then all clients would have to be static, so
scavenging should not be needed because all the records are static any way.
