This looks like fun but also something someone was looking for recently here
on acf. It's freeware (afaik) and not a huge download (760kb zipped). Here:

With the graphical program 2 Pic you can open two pictures next to each
other. Then you can apply a lot of effects. The program has many functions
which use both pictures, like the function to mix them. Below you see a list
of some functions of 2 Pic:
a.. Mix two pictures so that another picture appears.
b.. Let pictures walk over into each other. Gradient, but now with two
pictures. In 5 different directions.
c.. Spout a picture into another picture with an aerosol.
d.. Funny effects like making a picture watery.
e.. Transform a picture.
f.. Change a chosen color in the whole picture by another color.
g.. Make a picture negative.
h.. Give a picture less colors, like making a picture with gray shades
just black and white.
i.. Very easily add gradients to your pictures.
j.. Give your pictures cool frames
