Missing Voting Buttons for Recipients of outlook 2003

I just upgraded to Windows Office 2003. I have Xp and was using office 2000
and had complete access to Voting buttons in Outlook 2000. Now that I have
upgraded, I can still access the buttons and send mail and the buttons are
there in the SENT mail but in the copy I actually send to myself, they are
missing.

I was able to send and recieve (also when I copied to myself) teh Voting
buttons and the option to vote before in 2000 ..now they are just missing
when I read my CC Copy. I have made sure that i am snding using RTF so that
is not the problem.

Any Answers??? Remember all I did was upgrade from a working fine 2002
office to a not so working 2003.

But did you check each recipient address to see if it is marked for RTF?

Yes,

As I sent it only to myself and one other as a "test" to see if it was
working correctly

It was sent only to myself and one other at a different location on a
different server and neither one shows the buttons

In Tools | Options | Mail Format | Internet Format, what do you have set
under Rich Text Options?

If you create a regular rich text format message and send it to yourself,
what format does the received message have?
