Missing Users on the Welcome Screen, can't make more.

ok, so I'm running Windows XP SP2 and I'm missing all of the users on
my login screen. I can't make new user accounts because no matter what
account I'm in, and yes that includes the administrator account
(regardless of whether or not I'm in safe mode), The new user dialog
tells me "this account is not recognized" and shuts down the window.
I've learned quite a bit from other people who have this problem, and
it would seem that none of my accounts (not even the administrator) are
registered within windows registry anymore. I've doublchecked this by
going into my registry and snooping around the Hkey_Users string, and
snooping around. None of the users, not a single damned one of them has
any reference to the Ntuser.dat file associated with that profile,
hell, I've searched registry using the search function and that phrase
no longer exists in my registry at all, anywhere. All the crap for my
users still exists as far as documents and settings in all the right
folders, but all reference to all users and thier corresponding
ntuser.dat files, among other things, are missing from the Hkey_users
string. So, for all the tech experts out there, heres my question. If I
could get at least one user account to be registered then I could make
a bunch of new ones, but I can't make new registered accounts because
none of the ones currently on my box are registered. So how can I get
into registry and either a) make a new registered account or B) fix one
of my old accounts so it is once again registered? does any one know?
does any one understand what I'm saying? I'll clarify or answer any
questions needed if I can just get a bit of assitance. (and for the
record, I've run Norton anti virus and Micorsoft antispyware and my
computer has turned up clean from both of those.)

Boot into safe mode (log in as the administrator) and try a system
restore.Does that help?
You can also do the following in the safe mode:-
Start>Run>type in:"control userpasswords2"(without quotes)>ok
where you can select any account name and Reset Password.
Once back to a normal boot in some account, you can Use TweakUI.

Start>All Programs>Powertoys>Tweak UI.It's Logon page to check which
accounts to 'show on Welcome screen'

Well, Although I hadn't it occured to me to mention it, system restore
doesn't work either. I think, in hindsight, thats tied to my problems
getting it to recognize my logon. I've already tried downloading tweak
UI, but none of my accounts (none, not even guest or administrator)
shows up in the Tweak UI windows.
