Missing "Send" Button

Here's a real mystery! The "Send" button in my e-mail
message is missing. There isn't Send or Send/Receive
ANYWHERE!!!

The following explains what I've done so far. I've been
working with a Microsoft technician, but we are really
stumped!

It all started back when I created a new e-mail. When I
went to Send it - the button wasn't there!!! I went into
Accounts and saw that my pop3 and smpt settings had
disappeared as well - but were still available under
Internet Settings in the Control Panel. I created a new
account. Returned to my messaged and the Send Button
reappeared. LATER...the Send button disappeared again.
However this time when I tried creating a new account, the
button did not reappear.

We, the Microsoft tech, tried checking under Customize
Toolbars - the Send and Receive options are not there! I
tried editing the form...again, there isn't a field for
Send or Receive. We deleted and created new profiles.
Tried Repair, Restore, everything. No Send. Updated the
Registry (not sure of exact settings); Removed and re-
installed (using the various MS utilities). This has been
going on for two weeks!!!!

Some things I've noticed:

I've received messages saying the ODBC Microsoft Access
Driver is missing. I'm not sure if this is still true
since I reinstalled.

When I create a new message, the New button is at the top
and in it's "drop down list" the "Send and Receive all
Accounts" is not there (nor the other stuff).

In the top of the form where "Send" should be, greyed-out
is "Resend This Message".

Under one of the System Information in Outlook...the found
that "mail support" was not available? ? ?

Can anyone help with this one?

What version and mode of outlook - see help about if unsure.

Are you using antivirus mail scanners or popup stoppers?

- Windows XP 5.1 (ver 2600.xpsp2.030422.1633 SPK 1)
- MS Outlook 10.2627.2625.
- Norton Internet Security and Antivirus 4.0
- Dell Dimension 8300.
- E-mail scanning for outgoing mail is turned off.
- Ad Blocking is on.

A couple of the application error I received were event
#'s 1001 and 1000. There is nothing in the knowledge base
about these.

We tried copying the program to another directory and
renaming the necessary files, cleaned out the temp
directories, etc. but that did not help.

We used a utility called Windows Install Clean UP and one
for saving system settings and did a complete re-
installation.

This is the strangest thing I've ever seen! WHY would just
that part of the program disappear? Why would mail support
be disabled? I'm not on a network. The LAN is disabled.

I must have entered the Twilight Zone!

Does the ad blocker block popups? We sometimes see a missing or non-working
send button when popup stoppers and script blockers are enabled. (The other
cause is not having a mail account.)

also, delete or rename outcmd.dat - it's in a hidden folder at C:\Documents
and Settings\username\Application Data\Microsoft\Outlook
