Missing Public Folder Contact

We are running outlook 2000 server and outlook 2003 client

Under public folders - all public folders we have various contacts and folders
we have one user how can not see "foreign contacts" he has every other
folder in the public folders except this one???

I've logged him into another machine in a different off and the problem is
still there? Any suggestions would be helpful!
