Missing msvcr71.dll

I'm running WIN XP and Office 2003. I was trying to install Outlook Busness
Contact Manager and after it was installed when I opened Outlook it told me
there was an error and it would need to close. After several tries I
uninstalled OBCM. I then put in the Outlook Small Business Ed 2003 CD and
clicked on repair Outlook 2003. When it got finished it said it did not
complete the installation. When I opened Outlook I got an error that said
"This application has failed to start because MSVCR71.dll was not found.
Re-installing the application may fix this problem". I tried re-installing
Outlook and the error continues. Outlook appears to run just fine after I
click OK on the error message. How do I get rid of this error?
