missing menu bar in explorer

On win2k pro: The menu bar is completely absent from
windows opened from My Computer. However, the menu bar is
present when browsing the file system from Windows
Explorer. How can the menu bar be made to return?

What happens if you press F11 in that window?

F11 should toggle Full-Screen mode on and off.
