Missing headers using Information Rights Management Plugin

When users who do not have Office 2003 attempt to view a document, with IRM
permissions assigned, using the Internet Explorer Plug-in
(http://www.microsoft.com/windows/ie/downloads/addon/default.mspx)it does not
show the header or footers of the document. The headers are extremely
important in the work that I am sharing so I need non-Office 2003 users to be
able to access them (while staying secure).

Any help is appreciated.

In this case, I'd say your best bet is to convert the file to PDF format for
"just viewing".
