Missing Hal.dll File

Hi I need help in getting my system to boot, I just started to get the
following error.

"Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll.
Please re-install a copy of the above file."

Where do I find this file?
And how do I install it?

Many posts here on that error. Type HALL.DLL into the O.E. search box.
