Missing files, links and losing my mind.

UPS unexpectantly shut down system and when I rebooted the programs folder in
start menu is now empty, options in start menu above programs (open word
document, new word document, windows update etc are gone. When I go thru "my
computer" I still see my programs.

Trying to run word, outlook, excel opens a installer window that says "error
1317 setup can not create the folder C:\Documents and Settings\All
Users\Application Data verify that the path exists in your system and that
you have sufficent permissions to update it." When I check the folder does
exist but when I try to open it, I get a message "The disk in drive C is not
formatted. Would you like to format it now?" YIKES!

Tried Error Checking (doesn't complete), System Restore (fails) and running
"regsvr32 /i shell32.dll" with no help. Whatever happened screwed up Windows
Defender and Norton A/V (which is really a pain because Norton and Zone Alarm
Pro are fighting again)

Boot to the setup CD, and choose R for Recovery Console. From that prompt, run:

CHKDSK /F
