missing file

I just reinstalled windows xp after my systems spazed out on me this past weekend. I need to reinstall both my HP laserjet 3100 and HP deskjet 895 cxi software drivers. Both these devices were working properly before the incident. Now when I try the reinstall I get the following message.
"An installation file required by NTVDM is missing, execution must terminate.
E:\WINDOWS\System32\ntio.sys"
Does anybody know what this means?
