Missing File

I tried to run System Restore on my IBM laptop and I receive an error
message stating"The application has failed to start because framedyn.dll was
not found. Re-installing the application may fix this problem."
I searched for the file and found it in folder temp.fr8267.How can I
re-install this file?
Any help would be appreciated.

Discard the file you found.
Framedyn.dll error.
