Missing File MCRTL32.dll

I am getting an error that says the MCRTL32.dll file is
missing and a number of programs are failing.
Where do I find this file to reinstall on my Windows Xp
Professional system?

Yes, Mcafee Antivirus is installed along with Mcafee Personal Firewall. I
tried
removing and reinstalling and I still get the error. I have tried a search
