Missing Applications

On my Windows XP (Home edition) system I find that there are no applications
listed when I bring up the "Install New Software" Window. This is true even
immediately after installing an application from a CD.

Obviously this creates problems for uninstalling applications. Is there any
way to cure this short of re-formatting my disk and re-installing everything?

First you'd need to clarify what you mean by the 'Install new software'
window
