You never mentioned if it was the 2005 or the 2008 runtime

2005:

2005 SP1:

Go to ADD/REMOVE PROGRAMS & remove the existing C++ runtime & restart

Not sure if you can install the SP1 versions straight off but worth a go
first. Sometimes SP1 is built-in & other times it qill be looking for a
qualifying package to upgrade

It means that a program that is running is failing. Arcsoft is apparently
trying to run something, perhaps an updater. Uninstall/reinstall your
Arcsoft software.

I know how to delete the program, how do I reinstall it? I'm really out in
left field when it comes to computer programs. I don't even know what
arcsoft software is supposed to do. You see, I was not kidding when I said

I checked in Add & Remove Programs & found what I think you wanted to know.
(Answer works 5.0 English Runtime) I looked on the websites you sent & they
are Greek to me. I have know idea what to do with them, I'm afraid of
crashing my computer if i choose the wrong one. As you can see I wasn't
kidding when I said, I didn't understand computer programing. I hope you can
help me understand.

Arcsoft often comes with a scanner. If you've never used it, leave it
uninstalled. If you do use it, then you have to find the CD it came on to
reinstall it.
