Jim,
Here is a link to where Jim Byrd explains step by step how to resolve this
issue. It is long and pretty technical and you may be better off following
this other link that I will post below it. Also, I agree that turning off
Automatic updates is not a solution it is just a workaround. One quick thing
you may try is this: Taken from the third link:
Right click on my computer- expand Services and applications – click on
services – Right click on automatic updates – Properties – select disabled as
the startup type. Reboot , navigate to C:\windows\ rename the folder
SoftwareDistribution to SoftwareDistribution.old
Go back to services and set the startup type to automatic.
Reboot – failed updates should now install and CPU usage drop to normal level.
