Microsoft Server CAL Per ODBC Connection

We plan on utilizing the MySQL database engine for a new data
warehousing project, but I am torn between which server OS to use.
For consistency, I would like to use Microsoft 2000 Server, but I am
unclear about licensing.

The question is...does each ODBC connection to a Microsoft 2000 Server
require a server CAL? My confusion stems from the fact that if indeed
each ODBC connection required a server CAL, then each ODBC connection
to a Microsoft SQL Server database would require two CALs, one for the
server and one for the database. I am trying to implement the most
cost effective solution for our clients, but have not been able to get
past this question.
