Microsoft Plus! missing themes tab in display properties

I have just recently received a new laptop from the company that I work
for. I first noticed that I was unable to change the number of minutes
for the screensaver activation. I was able to find the setting in the
registry (by googling) and change it to the value I wanted with
regedit.
I have since installed Microsoft Plus! for XP and I am missing the
THEMES tab in the display properties and am unable to set a theme
because of this. I believe that there is probably another setting or
regisrty entry that has been locked to prevent the Plus! installation
from updating the display properties window. Any information that will
help me unlock this would be greatly appreciated. Thanks!

It is possible that the feature has been disabled by your company in Group
Policy. Can you ask your company IT person whether this is so? He or she
may be able to re-enable it for you.

In Windows XP Professional:

Click Start - Run - type GPEDIT.MSC
Here expand to User Configuration - Administrative Templates - Control Panel
- Display - Desktop Themes - Remove Theme Option - set the State to Disable.

Thanks for the information, and at first I thought it would work, but
after changing it and going as far as de-installing PLUS, rebooting and
re-installing, it still does not work. I verified the setting is not
enabled. Any other information would be appreciated. Thanks, Jeff S.

I merged the .reg file and de-installed PLUS rebooted and re-installed
and still a no-go. Any other thoughts? Thanks again for the support

First of all, please do not uninstall and reinstall the Microsoft Plus!
Second, let me know that is the Desktop Theme Tab is missing or unavailable
(greyed out). Can you see the tab or not.

The tab is missing and has always been missing. I only uninstalled and
re-installed thinking the installation program was what updated the
display properties box with the Themes tab.

You have to check more things all together:

1. Right Click on My Computer - choose Manage - expand to Services in
Services and Applications
2. Here check the Service "Theme"
3. Double-click on the Service and set the Startup type to AutoMatic (if it
is not)
4. Also check the Terminal Services - set it to Manual and click the Start
button (if it is not)

Further:

You must follow once the procedure, I have told you before and carefully
check the settings:

1. Click Start - Run
2. type GPEDIT.MSC
3. expand to User Configuration - Administrative Templates - Control Panel -
Display - Desktop Theme
4. Check the "State" of "Remove Theme Option"
5. If it is set to "Not Configured" or "Enable" then double-click on it and
set it to "Disable" (not enable).

Let us know!

Everything checked out OK for both procedures above, however something
is still locking out the themes. Any other thing come to mind?

Ok! Try this:

1. Click Start - Run - type Regedit
2. Expand to
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
3. Check if there is a DWORD value name NoThemesTab.
4. If it is there then set it value to 0.
5. if it is not then create a new DWORD value called "NoThemesTab"
6. Set its value to 0.
7. Close Registry Editor
8. Check Display Properties if Theme tab is there. If not, then restart your
PC once and then check.
