I recently installed Office XP 2003 and it seems to have removed Microsoft
Photo Editor in favor of Microsoft Picture and Fax Viewer.

Where can I get and reinstall Photo Editor so that it is installed
correctly?

Install an earlier version of Office (or the desired portions thereof)
that included Photo Editor.

I think you mean Office Picture Manager. P&F Viewer is part of Windows.
