Outlook Microsoft Outlook 2003 - Outbind issue

Situation
I am sending an HTML email from Outlook 2003 to another person who is also using Outlook 2003. This HTML email has anchors in it. The anchors use this format.

<P class=profile_hd id=0>Elephants</P><A href="http://blablablaElephants.com>Elephants</a>

When the email arrives, there is a popup message that says:

Click here to download pictures. To help protect your privacy, Outlook prevented automatic download of some pictures in this message.

Before I click on this to download pictures, I hover over the 3 anchors and the target link, and I get I see this: Blocked::#0, Blocked::#1, Blocked::#2, blocked::http:://blablablaElephants.com , respectively .

Now, when I click to download pictures, and then hover over the 4 links, I get this:

outbind://35-0000000077D9F7EE8BD8804A9E879CED56A19350644E2000/#0
outbind://35-0000000077D9F7EE8BD8804A9E879CED56A19350644E2000/#1
outbind://35-0000000077D9F7EE8BD8804A9E879CED56A19350644E2000/#2
http:://blablablaElephants.com

, respectively.

Then when I click on the anchors, they do not work. My HTML seems to be correct. When I send the document as an attached HTML doc, this does not happen, naturally because when I click on the link in the email, it opens up in a broswer and everything is functional.

Any insight on this would be greatly appreciated.
