Microsoft Outlook 2002

Today I sent out about 50 e-mails and about 1/2 of them bounced back to me as
"transaction failed." I use Bellsouth.net as my server and I called them and
found everything ok. I sent myself a test from my server Web site to my
Outlook e-mail addie, I received it, then I sent myself a test from Outlook
to my server, and that bounced back to me as failed. then I figured my
Outlook was corrupt and i entered Tools/E-mail accounts and deleted what was
in there and redid the input and output and everything checked out fine. Then
I sent myself another test from Outlook to myself, it went into my Bellsouth
Web but bounced back to me in my Outlook. I'm at my wits end. I hope some one
can help me. Thanks.

Include the exact text of the NDR (masking any real mail addresses, of
course).

NDR=non-delivery report. I'm asking you to post the exact text of the
bounces you get (eliding any real email addresses).

It reads: your message was rejected by mailin-04.mx.aol for the following
reason:
: (ISP:B2) http://postmaster.info.aol.com/errors/554ispb2.html
the above message i received from 5 different addresses with aol.

and in addition this one:
<imf16aec.mail.bellsouth.net [my isp is in this location] >:Client host
rejected: Blocked

and I know I am not blocked and I contacted everyone and they never received
my mail.

There were others but I deleted them.
Thank you,
Lenore

Did you read the description provided by that link?

You, personally, may not be blocked, but it appears your receipients'
servers are blocking the particular address range in which your computer
resides, probably because some other PC in the same address range is being
used to spam people and the address range has been blacklisted. Your best
approach is to contact your ISP with the information you provided here and
INSIST they investigate the other subscriber traffic sharing your address
range because you aren't getting the service for which you're paying.
Escalate the issue upward if you have trouble convincing the technician.

Good Morning Brian,
I really appreciate the time you have taken with my problem. This morning I
sent an e-mail to someone with the same server as mine and it bounced back. I
have the number for the C.E.O. office of Bellsouth and boy am I going to give
it to them today. I thought it was their problem from the start as Bellsouth
has done this to me before. They were the first that I called yesterday and
they have a habit of blaming the other server's. Thank you again and have a
great day.

Technically, it's not Bellsouth doing the blocking, but your recipient's
server, so in a way they're correct. However, in order to be in a blocking
list, their address space must be the source of the traffic that caused them
to have been blocked in the first place and they should be able to file a
request to have the address range unblocked.

I had this problem last year for a month and Bellsouth gave me a month's
credit. I can't remember the terminology they used, in essence the other
server's were sending out more e-mails for Bellsouth's quota and Bellsouth
blocked them. Bellsouth did that with 2 large groups that I received mail
from. But my e-mails didn't bounce back to me at that time. Right now I'm on
phone with Bellsouth trying to get the C.E.O.'s Administrative office number
and the date last year that I had this same problem. Thanks again.
