Microsoft Installer Out of Control

The window labeled "Microsoft Installer" with the message "Preparing to
install . . ." is popping up on my screen every time I boot up and every time
I open a program. In addition it is freely appearing on the screen with
great frequency when I am engaged in other tasks. It will appear on Task
Manager for about 3 seconds and then disappears. Never does it say what it
is trying to install. Other than this being inconvenient, my computer is
freezing harder that Lot's wife. It's frozen state can last from 3 seconds
to 3 hours. I think the two problems are connected, but I have no idea how
to troubleshoot them.
