Microsoft COA no disk installation

Im working with a small town police station. They brought me 9 working
laptops that were bought from the local troop of State Patrol. These laptops
were formatted when sold to them but the coa license is still stuck on the
back.
I have always used my own cd and used there coa's in the past for other
customers but they are concerned about being legit. Is this ok? Panasonic
wants all kinds of info and paperwork to get replacements. Microsoft may be
able to sell me replacements for $30. I dont think we need nothing I always
have used the sticker license. Any thoughts or experience?

The COA sticker is the license to use the operating system, not the
physical CD. You can use a generic OEM disk that matches the version on
the sticker (presumably XP Pro). You may need to phone for activation.
