mhtml error: "Page Cannot Be Displayed"

After the link is copied into the address bar, and [Enter], it morphs into:
mhtml:http://rad.usuhs.mil/pipermail/navrho/attachments/20060830/c4aabf1d/attachment-0001.eml

...and the error displays:

The page cannot be displayed
The page you are looking for might have been removed or had its name changed.

Please try the following:

Open the rad.usuhs.mil home page, and then look for links to the information
you want.

If you typed the page address in the Address bar, make sure that it is
spelled correctly.

If you still cannot open the page, click the Internet Explorer
Search button to look for similar sites.

A security option might account for this. I think it is a default
so first try using Default Level security settings.
(E.g. doubleclick on the Internet zone icon in the Status bar
and then click on Default Level)

The specific setting that I'm thinking of is
Open files based on content, not file extension
(Security Settings, Miscellaneous section)
Enable that. Keystrokes: Alt-C,M,O,E,Space
