Messgaes won't send in Outbox

I setup my account today. I have windows vista. I can receive mail from my
email account (webmail.sc.rr.com) but cannot send it. I get a standard error
message that I have seen posted on this board: server lost its connection due
to inactivity, etc. I read a reply from this discussion and changed my bit
from 25 to 80. Now I get this message:
Subject 'test', Account: 'Windows Mail', Server: 'www.webmail.sc.rr.com',
Protocol: SMTP, Port: 80, Secure(SSL): No, Error Number: 0x800CCC19
This is a brand new computer and it should not be taking so long to send
email. A message pops up that says the server is not responding and do I
want to wait an additional 60 seconds? I have clicked "yes" twice and I get
the message above. Can anyone help? I have incoming and outgoing mail set
at www.webmail.sc.rr.com, which is my email provider. It is working for
incoming. Should I change my outgoing server, and if so, to what?
thanks

Windows Mail won't handle webmail servers, so you probably should.

www.webmail.sc.rr.com is not a valid server name for POP3 mail. Windows
Mail cannot get webmail. It needs either a POP3 server of an IMAP server.
For sending it needs an SMTP server.

Change the outgoing (SMTP) server name to smtp-server.sc.rr.com.
Change the port number from 80 to 25.
