I see where you enter text to be displayed prior to logon
to Windows 2000, but the display is UGLY. Are there
formatting options or does anyone know of an aftermarket
package that will do the same thing with formatting
options?

Its just plain text. Its very limited as to its complexity.

To control the paragraph returns use commas. Put your text within quotes.
The text within quotes is limited to 255 characters but you can have
several.

There are logon messages you can create using logon scripts. The legal text
is very specific.
