maximize problem

when i click the maximize button, instead of filling up
the screen, it only fills up the bottom 2/3 of the
screen, and i can't resize or anything because when you
maximize the window, it locks the size and location. does
anyone know how to fix this?

Manually stretch out the window corners with your cursor,
do not use maximise. Window placement should return to
normal.
