Mass Enabling File and Printer Sharing

I have a client whose program does not work unless they have File and Print
Sharing enabled on XP SP2. It seems by default it is off. How do we go
about enabling through either a GPO or a command line script

It is a protocol that must be installed. The Windows XP CD-ROM may be
necessary. You can't just enable it. It must be installed.
