Map software.

Does anyone know if there is any software for maps. I am trying to find
maps of states with counties which would allow me to zoom in from a state to
a county within powerpoint. Also are there any graph software that is
better than Crystal Graphics or Harvard Graphics?

Close to what I want to do, but I think I'll have to create the maps myself
and then scan in a closeup from an atlas.
