many to many relationships

I am trying to set up tables with a many to many relationship. I have 3
tables with one-to-many relationships and a junction table with 2 key fields,
but I cannot set the relationship as a "many-to-many" connected to the other
tables. I keeps setting it as one-to-one. What am I doing wrong?
