Manual SA and Key management

Hi!
We have a requirement to set up IPSec in tunnel mode using ESP,MD5 and DES.
In IETF RFC 2401 there are two types of SA and key management mentioned. And
the requirement is to use the manual one. I can't seem to find the way to do
this in Windows Server 2003(or any Windows at all)? Is manual IPSec SA and
key management supported on MS Windows platforms at all?
