Manual page break shows up 4 or 5 pages above cursor position

I use the manual page break in my manual but Word 2003 occasionally inserts
the new page several pages above my cursor position. Using show all doesn't
reveal anything except the usual enter functions, etc. Any clue why I can't
put this page where I want it?
