making pictures smaller and attaching to email

Windows Mail - When I want to send a photo from saved file I click on send
to- Then mail recipient. I click on that . It then ask the size. I clik on
small and nothing happens. The email page should open but it doesn't.
I can send an email to an address that is in an other document. Email page
won't open.
Can some one help Please
